ESSENTIAL REQUIREMENTS

1.1.1 Character
Each candidate must be of good character.
1.1.2 Health
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
1.1.3 Education, Training, Experience etc.
Candidate must have on the latest date for receipt of completed application forms:
(a) (i) hold at least an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) in Engineering;*
OR
(ii) hold an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) and a post graduate masters degree (level 9 in the NFQ) in Engineering;
OR
(iii) hold a masters degree (level 9 in the National Framework of Qualifications} in Engineering attained after completing an integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally;
And
(b) have at least two years satisfactory relevant engineering experience;
(c) possess a high standard of technical training and experience;
(d) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
PLEASE NOTE THAT FULFILLING THE ELIGIBILITY REQUIREMENT FOR THE POSITION OF EXECUTIVE ENGINEER SHOULD NOT BE TAKEN AS INDICATING THAT YOUR QUALIFICATIONS WOULD BE ACCEPTABLE FOR MORE SENIOR ENGINEERING POSTS (I.E SENIOR EXECUTIVE ENGINEER AND ABOVE) WHICH HAVE DIFFERENT ELIGIBILITY REQUIREMENTS. KILKENNY COUNTY COUNCIL, HOWEVER, IS COMMITTED TO LIFE-LONG LEARNING FOR IT’S EMPLOYEES AND WILL SUPPORT ASSISTANT ENGINEERS AND EXECUTIVE ENGINEERS TO GAIN THE QUALIFICATION, IF NEEDED, TO PROGRESS TO MORE SENIOR ENGINEERING POSITIONS.
* to ensure that engineering has been studied to the level required by the local government sector and in order to be fair to those who may have studied on a part-time basis, a level 7 degree will be assessed on the basis that the period of study undertaken should be equivalent to at least 180 ECTS (European Credit Transfer Accumulation System) credits

DESIRABLE REQUIREMENTS
It is desirable that each candidate shall have:
- An understanding of the Local Government System and the range of roles and responsibilities of Kilkenny County Council.
- A good knowledge and awareness of statutory obligations of Health and Safety Legislation the implications for the organisation and the employee, and their application in the workplace.
- Be able to demonstrate how their experience has given them the skills to schedule/programme the carrying out of work.
- Have experience in the management and supervision of staff.

- Demonstrate good ICT Skills.
- The ability to work with multidisciplinary teams.
Applicants should satisfy themselves they are eligible under the required qualifications. Kilkenny County Council may not be in a position to investigate the eligibility of all candidates in advance of the interview/examination, and hence persons who are ineligible but nevertheless enter, may put themselves to unnecessary expense.
